Planning for the future in Milton

IRT is developing an enhanced masterplan for a new seniors’ living community on its vacant land at 267 Princes Highway, Milton. 

This exciting project represents the next chapter in our commitment to the Shoalhaven region, delivering a modern and sustainable community designed to reflect the needs, values and lifestyle of local residents.

Our journey so far

When we purchased the land in 2021, it came with an approved Development Application (DA) for a retirement village and aged care centre. Since then, we have taken the opportunity to reimagine and enhance the original plans to ensure they better reflect the future needs of the Shoalhaven community.

Our updated masterplan is designed to meet the evolving needs of older Australians and deliver a vibrant, sustainable, and community-focused environment for generations to come.

Proposed features for the Milton development

With an approved DA in place, we’ve enhanced the plans to reduce dwelling numbers, expand outdoor spaces, and add new amenities. The result will be a thoughtfully designed community with modern homes, quality facilities, and landscaped green areas that support independence, wellbeing, and connection.

Premium accommodation

A mix of aged care, independent living apartments and villas, plus key worker and short-term housing, supporting older Australians while also providing vital options for local workers and visiting families.

Central market square

A lively village hub with social spaces, including a pharmacy and convenience store, keeping everyday essentials and community connections close.

Lifestyle and wellbeing spaces

On-site amenities such as a clubhouse, café, library, wellness centre, gym and hydrotherapy pool, designed to make life easier and more enriching.

Community-friendly design

Green spaces, walkable streets, communal gardens and BBQ areas that invite relaxation, connection, and an active outdoor lifestyle in a safe and welcoming setting.

Project timeline

1. Early planning and community engagement

Engaging with the local community is a vital step in preparing our Development Application Modification (Section 4.55), helping to ensure plans reflect local knowledge and community needs. While all feedback will be carefully considered, the site already has an approved Development Application, and any changes must remain within that approval’s scope.

2. Development Application Modification submission

IRT expects to submit the Development Application Modification (Section 4.55) later this year. Once submitted, the plans will be available on Shoalhaven City Council’s web portal for public exhibition and submissions. Following this period, the application will move through the formal assessment and determination process.

3. Construction

If the Development Application Modification (Section 4.55) is approved, the development will be delivered over multiple stages.

While it’s too early to confirm exact details, our enhanced masterplan proposes a mix of residential aged care and independent living alongside key worker and short-term accommodation. The masterplan also includes elements that promote wellbeing, lifestyle and community connection, including a clubhouse, library, bistro, café, wellness centre, gym and hydrotherapy pool.

We’re committed to supporting the community and meeting the growing need for residential aged care and seniors’ independent living accommodation in Milton and the broader Shoalhaven region.  

We are currently undertaking community engagement to gain feedback from our stakeholders, including neighbours and interested local community members, on our enhanced masterplan. All feedback received will be considered as we refine our plans and prepare the relevant documents for our Development Application Modification (Section 4.55) to Shoalhaven City Council.

We have started to draft and prepare many of the reports necessary and engaged specialist consultants to commence the studies necessary for others. Once we have finalised all the necessary documentation, reviewed community feedback, and made final refinements to the plans, we will submit a Development Application Modification to Shoalhaven City Council.

This is dependent on many factors, including approval by Shoalhaven City Council. IRT will share details of the timeline when it becomes available.
