Planning for the future in Moruya

IRT is currently exploring its options for a new seniors’ living community on the vacant block of land it owns at 11 Spencer Street, Moruya.

For more than 55 years, we have been providing high-quality independent living, residential aged care and home care services throughout NSW, the ACT and Queensland.

Our vision and commitment to the local community

Our vision is to deliver more seniors living space, as well as lifestyle and wellbeing opportunities to support older people through all stages of ageing.

We’re proud to already be part of the Eurobodalla community and investing in its future to deliver an innovative model of seniors’ living that is better aligned with the future needs of the Moruya community.

Proposed features for the Moruya development

Our aim is to provide the Eurobodalla community with a regional seniors’ living hub that offers modern and accessible accommodation, while encouraging genuine connection with the local community. Our initial proposal and draft masterplan includes the following:

Residential aged care and retirement living

A combination of residential aged care, independent living units, and villas to support seniors at every stage.

Town square and local retail

A village-style precinct with small retail spaces to encourage local engagement and convenience.

Lifestyle and wellbeing spaces

On-site amenities including a health centre, library, clubhouse, and café to support community connection and wellbeing.

Community-friendly design

Landscaped green spaces and walkable streets to support a connected, accessible community.

State Significant development

The proposed development is deemed state significant and will be assessed by the NSW Planning Minister, requiring a more extensive submission. As part of the process, we have been issued the Secretary’s Environmental Assessment Requirements (SEARs), outlining the key studies, assessments and community considerations that have shaped our early planning.

The Moruya community recently joined us to share their thoughts on the proposed seniors living development on Spencer Street. We would like to thank everyone who attended our community sessions. Your feedback on the initial concept plans was greatly appreciated and will help guide the next stage of design.

Project timeline

1. Early planning and community engagement

Engaging with the local community is a key part of preparing our State Significant Development Application (SSDA), helping ensure early planning reflects local knowledge and needs. All feedback will be considered as we finalise our plans and prepare our development submission.

2. SSDA submission

IRT expects to submit the SSDA later this year. Once submitted, the plans will be available on the NSW Department of Planning’s web portal for public exhibition and submissions. Following this period, the application will move through the formal assessment and determination process.

3. Construction

If the SSDA is approved, construction will be staged over several years.

We’re committed to supporting the Eurobodalla community and meeting the growing need for seniors’ living accommodation in Moruya and the broader Eurobodalla region.

Yes, this project is classified as a State Significant Development (SSD). In NSW, a development is considered ‘state significant’ if it meets certain criteria under the Environmental Planning and Assessment Act 1979 – including its scale, potential impacts, or importance to regional planning priorities. As an SSD, the project must go through a more rigorous planning and assessment process, including detailed studies and public consultation, to ensure it delivers genuine benefits to the community and is developed responsibly.

We are currently undertaking community engagement to gain feedback from our stakeholders, including neighbours and interested local community members, on our initial concept and draft plans. All feedback received will be considered as we refine our plans and prepare the relevant documents for the SSDA.

We have started to draft and prepare many of the reports necessary and engaged specialist consultants to commence the studies necessary for others. It is expected that this will take several months so we are optimistic that by the end of this calendar year we will have finalised all the necessary documents for submission to the NSW Department of Planning.
